For most Philippine LGUs and national government agencies, Microsoft 365 is the safer default — largely because of desktop Office compatibility with DBM and COA reporting templates, and because the majority of government endpoints are already Windows-based. Google Workspace is the better choice in narrower cases: web-first offices, tight budgets, and units with little legacy Office dependency. This guide walks through how to decide.
Choose Microsoft 365 if your office depends on Excel workbooks, macro-driven report templates, or an existing Active Directory. Choose Google Workspace if your staff already work almost entirely in a browser, collaboration matters more than document fidelity, and you have no significant legacy file estate to carry forward.
The decision is rarely about which platform is better in the abstract. It is about which one costs you less friction over the next three years.
Document fidelity is the single most common reason Philippine agencies stay on Microsoft 365. Budget submissions, COA schedules, procurement forms and statistical returns circulate as .xlsx and .docx files, and many of them carry formulas, protected ranges, pivot structures or macros that were built in desktop Excel.
Google Sheets can open these files, but complex workbooks frequently lose formatting, break formulas or drop macros entirely. For an accounting or budget office, that is not a minor inconvenience — it is rework on every reporting cycle.
Microsoft 365 Business Standard and Business Premium both include the installable desktop Office apps, which removes the question completely. Google Workspace has no equivalent.
If you already run an on-premises Active Directory, Microsoft 365 is markedly less work. Entra Connect synchronises your existing users, groups and passwords into the cloud, so staff keep one credential and your IT unit keeps one directory to manage.
Google Workspace can synchronise from Active Directory using Google Cloud Directory Sync, but it is a separate tool with its own configuration, and password sync behaves differently. Agencies with a mature AD estate generally find the Microsoft path shorter.
If you have no directory at all — common in smaller LGUs — this factor drops out and the comparison becomes closer.
Microsoft 365 Business Premium bundles Intune, which lets you enrol and manage Windows laptops, Android and iOS devices from one console, enforce disk encryption, push updates and wipe lost devices remotely. For an agency handling personal data under the Data Privacy Act, that capability matters.
Google Workspace includes endpoint management at the higher tiers, and it handles Chrome OS and Android particularly well. But if your fleet is predominantly Windows — as most Philippine government fleets are — Intune is the more complete tool.
Connectivity should shape this decision more than it usually does. Regional and municipal offices often work through intermittent links, and a browser-only productivity suite degrades badly when the connection drops.
Desktop Office apps keep working offline and sync when the link returns. Google Workspace offers offline modes, but they require setup, are limited to Chrome, and cover a narrower set of scenarios. If your field offices lose connectivity regularly, this alone can settle the question.
Google Workspace wins on simplicity, collaboration and administrative overhead. It is the stronger option when:
Google's admin console is also simpler to learn, which is a real advantage for an office with one or two IT staff and no dedicated systems administrator.
Both platforms sit within the DICT Cloud First Policy framework, and neither stores Philippine government data in the Philippines by default. The policy — Department Circular No. 2017-002, as amended by Department Circular No. 010, s. 2020 — covers national agencies, GOCCs, SUCs and LGUs, and it establishes that Philippine government data in the cloud remains governed by Philippine law regardless of where it is physically stored.
The practical requirement is data classification. Non-sensitive and restricted data may sit on accredited public cloud services, with encryption obligations attached to the restricted tier. Confidential and above-sensitive data carries stricter deployment requirements. Classify your workloads before you procure, not after.
Both Microsoft and Google publish compliance documentation, encryption terms and data-processing agreements adequate for the first two tiers. Neither is disqualified by the policy — but your BAC will expect you to have done the classification work.
Cloud subscriptions are procured under the New Government Procurement Act (RA 12009), which replaced RA 9184 and took effect on 13 August 2024, with its IRR approved through GPPB Resolution No. 02-2025. A transition period applies, and projects already awarded under the old law continue under those rules.

Yes. Mail, calendar, contacts and Drive content can all be migrated, and the process is well established. Plan for user communication and a cutover window — the technical migration is usually the easier half of the project.
Microsoft 365 Business Standard suits offices that need desktop Office and cloud services without advanced security. Business Premium adds Intune device management, Entra ID P1 and Defender — worth the difference for any office handling personal data or managing more than a handful of laptops.
